Frisco ISD is partnering with local police departments to increase the number of officers assigned to work at or near the District’s elementary schools. The extra patrols and campus visits are intended to provide an
additional layer of safety and security during the school day.
FISD already has a school resource officer (SRO) at each middle and high school, with middle school officers also responsible for 2-3 elementary schools. The only exception is in the Town of Little Elm, where the District’s two elementary schools share one SRO.
Recent agreements with police departments in Frisco, McKinney and Plano will expand coverage at elementary schools in those communities as well.
“We’re grateful for the support of our law enforcement partners,” said Chief Operations Officer Scott Warstler. “This step provides added protection and peace of mind for our students, families and staff, and it also improves the ability of our police departments to respond should an incident occur.”
In Frisco, three additional SROs will be hired in the coming school year to focus solely on elementary schools. They will be assigned to specific areas of the City and will work in partnership with middle school SROs to support elementary campuses in their coverage area.
“The safety of our schools in Frisco has always been among our highest priorities,” said Frisco Chief of Police David Shilson. “Through our partnership with FISD and being proactive in allocating resources, investing in training and developing technologies to help keep our students safe, we have demonstrated our commitment to school safety. Our School Resource Officers along with every officer at our department take this commitment personally."
In McKinney and Plano, more frequent patrols will increase visibility around elementary campuses. Discussions continue to increase the number of SROs formally assigned to FISD elementary schools in these communities.
SROs are employees of their respective police departments, with the costs associated with staffing, vehicles and equipment shared between the school district and each police department.
SROs focus on the reduction and prevention of crime committed by juveniles and young adults and are highly trained to respond in the event of an emergency.
SROs are armed at all times and equipped with medical supplies and specialized tools to assist in a crisis situation.
SROs work to develop and enhance rapport between youth, police officers and school administrators.
SROs deal with criminal matters and have no responsibility over school discipline.
SROs participate in statutory behavioral threat assessment processes conducted by campus administrative teams to ensure students in crisis receive preventative care and individualized psychological safety supports.

Take enforcement action on criminal offenses when appropriate.
Provide information concerning questions about law enforcement topics to students and staff.
Provide classroom instruction on various law-related topics.
Coordinate investigative procedures between police and school administration.
Provide limited counseling to students with personal problems.
Counsel with parents and staff as necessary.
Handle initial police reports of crimes committed on campus.
Wear police uniform at all times, or other apparel as approved by both the police department and school district.
Provide a police presence during events and functions, as appropriate, when requested by the principal and as approved by an SRO Sergeant or Police Administration.
Keep school administration/office staff informed when off-campus.
When practical, attend all school special events.
When possible and practical, divert juveniles out of the criminal justice system into other social agencies.
Provide instructional teaching services in the area of narcotics, safety, public relations, occupational training and leadership and life skills.
Prepare lesson plans as necessary for the presentation of approved topics.
